Public pictures and messages

I have the option active so that I only receive messages from people with public pictures.

But I'm getting messages from some who don't.

Have I done something wrong? I can't find any other options or settings.

Some get round that filter by setting them to friends after they've been public. Annoying isn't it

I think friends pics count, for some weird reason... Does my head in... But eve if that wasn't the case, some will set one public until their message has been sent then put it back to private
