Yes they can!
If they log out they can then see your profile even when blocked, but not the pictures.
You can however stop people from looking at your profile if they are not logged in by hiding your profile to none registered user's in your privacy settings then they can't see it when they not logged in also.

Problem with that is that it doesn't take long to set up a blank/new profile if they really wanted to see/stalk someone
