If I block somebody, then they delete their account but re-sign up with the same account name, do they stay blocked from my profile?

I think you will find that they are not blocked as the original link is broken.

You will have to re-block them again.

They probably won't be the exact same name, but they will be very similar, or at furthest away follow the same train of thought.

You can usually spot them a mile off.
