Someone within the local area to me keeps making the same profile, and then they either delete their profile or are removed from the site.
However, half a day later, their profile returns.
I have attempted to block the profile, but as they delete and return they somehow bypass the block list.
I have also reached out to them and messaged amicably, asking them to block my profile so I will no longer continue to see their new Profile/Status messages on the update page.
Is there anyway this can be done once and for all?

You can block new profiles from contacting you from message filters. Blocking a profile won't have any impact on any subsequent new profiles the individual creates.
If they aren't contacting you there's not much you can do. |

"Block all new profiles and change your name and add new profile pic.
If they haven't got you saved that could reduce the chance of them finding you."
