It could start D for German. I doubt it starts 'Stadt'. Is eg in it ? All I can think of for Big Time Charlie is Loser. 'Upco' for promote company ? I have no idea about the end bit.

I would never have got it without help. I wouldn't have got the 'O' Leo and I wouldn't have realised to drop the 'w'. Something like "sounds like move the boat" would have helped.

I confess I no longer add 'sounds like' as I feel it's assumed in a cryptic clue. But happy to use if it helps.
