It seems to be random, may be related to location or IP address.
Some people do, some don't.

It is nothing to do with IP addresses or anything random.
To the OP, could be a pic that doesn't have the right sign or the person not showing her fingers holding the paper. If she contacts Admin from the CONTACT button they will check for her |
