How can you get banned for breaking a chat room rule, that’s not even written in the chat room rules ??

Because rule 12 states "Any other behaviour which a moderator believes to be disruptive, offensive or otherwise inappropriate for this site". This covers flashing Her Majesty, and all other actions which every reasonable rational person would know is unacceptable. If in doubt, ask yerself "would I allow people to talk like that to my wife/daughter/sister".

What is flashing Her Majesty? To confirm the OP wasn't banned for any assumptions on the post I quoted
