I'm going to assume you mean 'why do the same pics keep showing when I'm looking at the new pics section'.

When a new pic is uploaded as public it will knock the earlier photos further down the list. So that pic you saw at the bottom of page 1 will be dropped down to the top of page 2 or further depending how many new pics are added.
