No you can't add it manually from the mobile site only the desktop site.
The only way is via a pm they have sent you or by accessing their profile from a forum post. (Or possibly by using the old version of search, I can't remember now)
Click on their username, you won't be able to see their profile but click menu then choose block. |

Found an easier mobile way if you can't use a pm to block.
Click on any profile, then in your browsers address bar, replace the username with the one you want. Click on this and it will come up with the 'sorry you can't view this profile' message. Then choose menu and block. |
