Photo comments

We've noticed that some peoples photos have comments under them but cannot work out how to do it ourselves - anybody know how please?

Its not an option we have now,its from before the site was taken over by the new owners

That was well over a year ago so those pics are old now

Would be a great thing to reintroduce. I've thought quite a few times that I'd love to be able to do that.
