non verified profile

just a question of interest.i came across a verified profile when browsing, and on further checking, one of their verifications is from a profile that isnt verified ie no green tick.

I thought it was impossible for a non verified profile to be able to verify someone?

Is this just a glitch?

report it to admin using the CONTACT button and let them take a look.
