Question about multiple profiles

Does anyone know what the rules are on multiple profiles for individuals.
My partner has recently rejoined fab and received and insulting and abusive message from a profile that has messaged similar things to her previous profile. Of course he has then blocked
He has them messaged again another abusive message from a second single male profile and blocked.
It seems that these people are free to hurl abuse with no comeback, both profiles were of course reported in line with the advice given but are they any safeguards in place where multiple abusive profiles are identified. These profiles have been active for months and given that these were the first messages sent from the profile it would be improbable that this was the first case of abuse |

Admin do look at all reports and then take action on reports they can verify as genuine.
Here is an explanation from Admin from another thread on how they deal with reports.
******Just a quick note. If people report others and we can verify that they have broken site rules, we always take action (either a first and final warning, partially suspended account, fully suspended, mixture of the above).
Every single report sent via the REPORT link is reviewed. Clearly it's not in our interests to have people on here who are bad for the site. Equally we need to verify what has been reported and be fair to those who have been reported.

PS. we never provide feedback on what has happened. It's just not practical given that we get 100s of reports a day.
Here is what the page says after a report has been submitted:

I appreciate that, and also that it is not always easy to see who is responsible in a two way conversation. I think I am more concerned that a single entity can have multiple profiles representing the same category (in this case single male) and use them to hurl insults that could be very hurtful with little or no recourse.
I am not necessarily suggesting a solution and recognise that the nature of fab as a free site allows all to join and we are part of that. community. I suppose I am just doubting that this is the first time that this person has sent such messages as they were completely unsolicited to a new profile, the hope is that if it has been reported before they would no longer be here .maybe the fact that the profiles they have been sent from are approximately 6months old indicates that the ban does take effect at some stage.
