"We have a filter for not receiving mail from users with no public photos however we are still receiving them, any ideas why?"
They set a picture to public, send the message, then hide the picture again.

I’m not keen on blocking but the last couple of times this has happened to us I’ve blocked the profiles straight away.
We all use filters for good reason.
