Yes to the first.
If I get a message from profiles that clearly haven't read my profile I block them, no need to look at theirs.

As soon as someone blocks you the server removes them from the who's looked at me list, known as the WLAM.
Also, it's worth noting that many people opt out of showing on the WLAM, so you'll never know if they have looked or not. |
