setup the venture as a normal b and b to get all the legal side sorted and then when done advertise on fab or similar lol tell them what u doing from outset and they will bury you in paperwork! lol

Sorry but you won't get approval for this from your council. That's why there are no clubs in the area already. Liverpool, halton, knowsley and Sefton will not give permission for a club. You could open it as a B & B with swinging nights, but they council will get onto it pretty quickly and shut you down.
