It really depends on if it's a one to one arranged social, a group social or at a club.
Best thing is to say "hi. My name is ________ , mind if I chat to you for a few minutes. I'm feeling a bit nervous". People then know your intentions ie you just want to chat, nothing more and they know you are hoping for a couple of minutes of their time.
Smiling, eye contact and listening to what they say are all important in helping create a good impression.
What you say would then depend on the setting , but chatting about the surroundings coffee shop, club etc is a good opener, maybe talk about what you like eg their outfit, hair style or the music.
