Some local authorities are notorious for being difficult to work with. Chester may never have had an application, I'm ignorant of that.
Obviously business investors would need great confidence in their business case prospects. With 1 of the UKs leading clubs - Townhouse - not too far away as well as the current epidemic creating some uncertainty for businesses in general, it would probably be a very confident business that would consider a new venture, especially if the council could prove to be difficult to work with |

Cheshire West and Chester council wouldn't even allow a topless pub to open a few years back. Many applications have gone in for risque ventures, all turned down.
