cams and blocked people

Hi I was wondering if any knows if people you block can they still see you on camera in the chat rooms?

The commonly held belief (not sure if it is correct or not!) is that the person you have blocked will be able to see your camera until

a) you turn your cam off and back on

They'll see the "frozen image" that everybody else does, so a gesture is popular

b) leave the chat room and come back in.
