My question is if someone in a chat room names a profile name as a timewaster and they are also in same.chat room, is this against rules?

Yes, I'm afraid it is against the rules.

"Naming and shaming" is not permitted, in the chat rooms.

It's against the rules whether the person being named is there or not!
