If someone has blocked me can I still put them on my Hotlist even though they have hidden their profile

No if your blocked you cant see their profile therefore cant have them on your hotlist

Well depends. There are one or two people I've blocked who I keep tabs on because they've threatened violence and I want to make sure I'm never in the same place as them.
