If one person has Skype then can use Web.skype.com
The other person can join anonymously through a browser.
Can also use something like om3gle. Just type something random in the interests such as fabswingers and you should match the other person. |

You could pick one of the empty/low populated rooms and arrange to both go on cam at the same time |

That's an option but need to be ready to view the others cam and leave the room immediately so others can't join in... |
