It's usually a permissions issue, to understand how to fix ppl would need to provide:
Phone,pc, type operating system...and the browser they are using. Unfortunately we can't reply here with step by step screenshots of what to do.
From my experience the simplest solution is to install a new browser and give it permissions. Also this might be obvious but you can't usually stream your cam on fab while Skype or something else is using it.
The underlying technology for fab cam rooms is webrtc, so using that term in searches might help you find solutions in forums on the web.
