Are you getting the "Only 3 docked cams allowed" message after docking only 2 cams?
If not, to test, try choosing medium rather than large cams and see if you get a 3rd then. I've had an issue with screen resolution where I could dock 3 cams, but only see 2 of them.
Yeh arty dude I can only view 3 when I have clicked on large cams instead of 4... giving a click to the lower res, medium has worked for me. (Not that I view cams boys ) xxxx
