Quiet and clean don't like big commercial sites.

We camped at a lovely little camp site at the bottom of Col de toulament pass, can't remember the name but I'm sure a well known search engine will help. It was just as you described what you are looking for

It was 5mins walk from Luz-Saint-Sauveur

65120 on the way to the base of Col du Tourmalet..... Found it. Le Bergons Campsite

We've traveled from France over the Pyrenees to Spain a few times using different routes, but one we've used a couple of times now involves camping in Pau in France. The campsite can be found by the river just past the Bull Ring and is a short walk into the lovely town. The site is a little run down and basic but never seems to be too busy. It serves as a good starting point for a leisurely and beautiful drive over the Pyrenees to spain to a campsite in a beautiful mountain location at Gavin (Huesca). Enjoy your trip and let us all know how you get on. When are you traveling? Im heading back to Spain in September but will be arriving in Santander and driving South from there. PM me if you want me to look up contact details for the sites, i mentioned.
